Unless demands made by the baned islamic group (to which Mohammed Merah belonged) are met, then they will consider the covenant to be broken.

Considering that Muslims are in constant danger in France and abroad, we demand from the Government a non-aggression pact to the Muslim community in the image of what was done at the time of the Prophet salalahou 3alayhi wasalam with the disbelievers as planned in one of houdaybiya. We are fully aware of the deplorable state of our security on French territory and abroad and it is vitally important for balance and harmony between peoples that the authorities take seriously this requirement . This covenant must clearly state the terms of mutual respect for the beliefs and rituals so that neither one nor the other can not be seen and reached in his convictions that the security of Muslims is never questioned. French troops must leave all territories with Muslim majorities, without conditions or delay. We demand the right to practice our authentic religion. We also demand the withdrawal of these despicable acts against the veil and the niqab in public and in private. Clauses must be clearly stated and explained so that there was no ambiguity. Reciprocity must remain the key word. If by any chance our demands are not taken into account then we consider that the government went to war against Muslims and allow to proliferate hatred towards us voluntarily. Security of the Jews being carried out officially by example with the Gayssot law which punishes severely Antisemitism in France, therefore it can be considered a defense pact against the Jewish community. We reject the idea that our simple identity card would be a form of pact with France as trying to make us believe some ignorant who seek at all costs especially not mispronounce "bwana".

Nafeez Mosaddeq Ahmed claims that before the London 7/7 bombings, muslims in England informed the UK government that the covenant had been broken, and that this now meant that muslims in the UK would treat the UK as a target:

Even though the French muslim population is at least twice as large proportionally to that of Britain, in the last 10 years there has been relatively far less terrorism in France than in Britain (much of the terrorist incidents in France related specifically to Algerian issues).  However, that may be about to change.

Despite being banned, Forsana Alizza (and its associated organisations) still seem to be pretty active.  And what would you know. Britain's own al-Muhajiroun is connected to Forsa Alizza.  That makes the connotations of the covenant being broken rather chilling.
